Cornerstone Architects was selected from several qualifies historic architects to provide a physical assessment of the current facility and participate in space planning with staff for future expansion. The tight site and limited building area created a design challenge in which Cornerstone creatively reclaimed attic space for a new City Commission Chambers, complete with state-of-the- art technology and sweeping views of Lake Michigan.

The original balustrade and roof structure was rebuilt, along with a reconstruction of the entry stairway to repair years of deterioration. The exterior was carefully cleaned and new historically sensitive windows were installed. Barrier-free access was provided with lower level access and a new elevator system.
